Terror attacks had brought fresh waves to Jammu and Kashmir in mid-October 2024. Within days of each other, two major incidents of such attacks took place. There were six construction workers and a local doctor who lost their lives in the Ganderbal district. Days later, two non-local laborers were shot dead by militants in Kulgam. Attack on Ganderbal: Tunnel workers attacked
Militants targeted construction workers at a tunnel site in Gagangir area of Ganderbal along national highway Srinagar-Leh. Terror struck on a site that forms part of a big infrastructure project. Laborers working on a tunnel construction project were riddled with bullets by terrorists who opened fire haphazardly as the workers were returning to their camp. Six laborers died instantly, while a local doctor, who happened to be at the site, succumbed to injuries later, taking the death toll to seven.
The victims include locals and non-locals whose names have been identified as Dr. Shahnawaz and six workers, respectively. Five others have been injured during the attack and have been admitted to nearby hospitals for critical care. Security forces cordoned off the area immediately after the incident, and a search operation has been initiated to track down the attackers, despite no claim by any group yet.
Wave of Condemnation
There had been a flood of condemnation for the attack coming from across the political spectrum. There has been an assurance from Jammu and Kashmir Lieutenant Governor Manoj Sinha that the culprits would not go unpunished for the atrocity. Former Chief Minister Omar Abdullah condemned the attack, urging authorities to carry the fight to secure the region.
Union Minister Nitin Gadkari also reacted to the incident saying, “The attack on civilian workers who were employed for constructing a key infrastructure project is tragic. It is appalling that armed people do this to innocent civilian workers. I can only feel their pain.” Gadkari extended his condolences to the families of the workers.
Escalating Attacks on Non-Natives
The Ganderbal attack forms part of a disturbing trend as the attacks on non-locals in the region have increased of late. Two laborers from Uttar Pradesh were killed a few days before the Ganderbal incident in a targeted attack at Kulgam district. The incidents have been attributed to attempts by terror groups to instill fear among migrant workers and disrupt economic and infrastructural activities in the region.
The militants targeted another group of labourers who were working in a construction camp at Kulgam. Two workers were killed on the spot and several others were seriously injured. These incidents are the cause of growing fear that terror groups deliberately target non-locals working in Kashmir to spread fear and dissuade outsiders from settling or working in the region.

Intelligence agencies have issued an alert regarding possible further escalations because militant groups seem to be targeting economic targets such as under-construction places to weaken the state’s efforts in development.

The death of migrant workers caused fear for thousands of people who throng the area in pursuit of better economic opportunities.
